Freda graduated magna cum laude from Fisk University and earned her Master’s from George Washington University. As MNPS School Board Chair, she oversaw a billion-dollar budget and the highest graduation rate in district history.
As SEIU Local 205 Political Director for eight years, Freda fought for fair wages and working conditions for Tennessee’s working families. As co-founder of Emerge Tennessee, she trained over 200 women to run for office.”
From the Mayor’s Office to the School Board, from organized labor to the Tennessee Democratic Party, Freda has spent 20+ years in public leadership. She’ll bring that experience to the Clerk’s Office on Day One.

Freda's Vision for the Clerk's Office
The Davidson County Clerk’s Office issues business licenses, motor vehicle titles and registrations, marriage licenses, notary public commissions, and pawnbroker licenses. It’s one of the most public-facing offices in Metro government, serving hundreds of thousands of residents every year. Freda will bring the same professional leadership she’s demonstrated throughout her career to make this office work better for every Davidson County resident.
Freda has managed complex organizations, overseen large budgets, and delivered results. As MNPS School Board Chair, she oversaw a billion-dollar enterprise with accountability and transparency—including four years as Budget and Finance Committee Chair, the longest tenure in board history. The Clerk’s office needs an experienced executive, not a learning curve.
From championing public education to fighting for fair wages to training the next generation of leaders, Freda’s career has been about making government work for people. She will bring that same people-first ethic to the Clerk’s office:
